started planning for MAJOR infrastructure changes long before anyone would
know there would be an economic recession which would be used to validate
huge spending on road repairs with new water conveyance pipelines underneith
or right next to the roads.  How did DOT know in 2004 that there would be
stimulus funds in 2008?



Delta counties and farmers have been told that farm stands and expanded other
recreational activities will make up for the 20% loss of prime farm lands and
15% or more loss of connected navigable waterways.  The reality is that people
shop close to home and only venture to further farm stands for special products.
Non-motorized boating does not produce even 25% of the average income
from motorized boating and fishing on a daily basis.  So effectevly eliminating
popular boating activities and waterways will also drastically cut into the
annual $1 billion Delta recreation income per 2007 report.

Federal agency is planning a revision of the Pony Express Trail which bypasses use
of the Sacramento River to San Francisco, which was the original route according
to all previous accounts of the first trips, which started and ended in San Francisco,
and the pony AND rider rode on the large steamships of the day.  Rio Vista and
Benicia display markers for the ships carrying the pony and rider.  Lots of other
places also show markers, as seen from a search using "Bing".
