found easily online. There are many other studies, as indicated by the
table references and bibliographies of the reports. You should also
review the maps section of this website, particularly the historic maps.
The canal plan was first proposed in 1965 and again in 1978-80 and was voted down by the
voters of the state in 1982. For 2009-2010 it is the same canal plan...with
a new name. "Conveyance". Planning and
implementation of the latest canal plan started in earnest probably in 1999
but in 2002 more detailed reports started to surface, based on
documents we've reviewed.
